General construction and building permit review and approval procedures – The general permit review/approval process is provided below.  This process incorporates all types of permits and inspections.  Depending on which permits and inspections your project requires, you may only progress through a portion of this procedure.

  1. Zoning and engineering application submittal – The applicant submits zoning and stormwater management / erosion and sedimentation control permit applications.  The code administrator checks the applications for completeness and makes sure fees are paid.  If an application is incomplete, the code administrator will ask the applicant to submit the missing information and/or return the application materials to the applicant.  If the application is complete, the code administrator will forward the materials to the zoning officer to review zoning compliance.

  2. Zoning review – The zoning officer performs the zoning review.  If zoning is denied or more information is needed, the zoning officer will ask the applicant to submit missing information and/or return materials to applicant.  If zoning is approved, the zoning officer will forward the application to the Township engineer to review stormwater management / erosion and sedimentation control.

  3. Engineering review – The Township engineer reviews stormwater management (SWM) / erosion and sedimentation control (E&S).  If SWM / E&S is denied, the engineer will prepare a letter to the applicant listing the deficiencies.  If SWM / E&S is approved, the engineer will issue an approval letter.

  4. Zoning and engineering approval – The code administrator will call the applicant and ask them to pick up the zoning and SWM / E&S approvals.

  5. Building permit application submittal – The applicant submits the general construction permit application.  The code administrator checks the application for completeness.  If the application is incomplete, the code administrator will ask the applicant to submit the missing information and/or return the application materials to the applicant.  If the application is complete, the code administrator will forward the materials to the building official.

  6. Building review – The building official reviews the application.  If the permit is denied or more information is needed, the building official will ask the applicant to submit missing information and/or return materials to applicant.  If the building permit is approved, the code administrator will call the applicant and ask them to pick up the building permit.  The building permit fees will be paid at that time.

  7. Miscellaneous permits – If your project requires other permits / approvals (e.g. lighting, sign), these permit applications would be submitted after zoning, SWM / E&S, and building approvals are obtained (if applicable).  The code administrator checks the application(s) for completeness and makes sure fees are paid.  If the application(s) is incomplete, the code administrator will ask applicant to submit missing information and/or return the application materials to the applicant.  If the application is complete, code administrator will forward the materials to the appropriate department/consultant. The application is reviewed.  If the permit(s) is denied or more information is needed, the Township will ask the applicant to submit missing information and/or return materials to applicant.  If the permit is approved, the Township will call the applicant and ask them to pick up the permit.

  8. Inspections – Applicant begins work.  One or more of the following inspections may be required:

    1. Initial E&S

    2. Stomwater facility

    3. Setback and footing

    4. Backfill

    5. Rough framing

    6. Final E&S

    7. Final building

  9. Project completion – Once all inspections are completed and work is satisfactory, the building official will issue the certificate of occupancy
