COMPREHENSIVE PLAN MINUTES

EAST BRADFORD TOWNSHIP
COMPREHENSIVE PLAN TASK FORCE
MINUTES OF SEPTEMBER 9, 2002 - FINAL

APPROVAL OF MINUTES:

Minutes of the July 8, 2002 regular meeting were motioned for approval by Dr. John Hagens, and a second by Peter Orr. The minutes and copies are available for review at the Township Building.

ANNOUNCEMENTS:

Mike Lynch announced that John Lister has resigned and will be replaced by Bob Korbonits as the second Planning Commission alternate.

OTHER BUSINESS:

The Task Force scheduled Saturday, October 26, 2002, from 9:00 am to 12:00 pm to conduct a "Township Tour" with Task Force Members and other selected Staff and individuals to attend. Mr. Lynch will make arrangements for transportation (exec bus). The tour will leave from the Township Building Parking lot. Mr. Lynch will provide the itinerary of stops and drive-bys in the Township but asked for additional input of Members. Certainly there is flexibility to see almost anything in the Township the day of the tour. Mr. Fasic suggested touring examples of successful developments and their counterparts.

Base map of East Bradford Township on Comprehensive Plan Update was distributed, along with a draft sample Public Opinion Survey.

Steve McCulloch introduced Hillary Krummrich .

The Task Force discussed the selection of intersection locations in the Township for traffic count data. The CCPC provides three such intersection counts as part of the Planning Services Agreement.

Numerous locations were commented upon including Route 842, Price Street and Sconneltown Road; Rt 322/Rt 322 Bypass; the Rt 322 corridor from Frank Road to Skelp Level Road’ Highland Road and Rt 162 and others.

It was decided that the Township Staff (Harsch and Lucas) coordinate with the CCPC (McCulloch) to review the availability of existing and recent traffic count data and to discuss their perspectives on intersection locations to focus.

There will be three in depth surveys conducted with each lasting two hours per day to count cars, traffic turns and straight ahead traffic and will be conducted from 7:00 am to 9:00 am and again at 4:00 pm to 6:00 pm. This survey will be personally conducted by Steve and Hillary.

Mike Lynch is to coordinate with Mr. McCulloch and the WCPD to obtain accident report information.

The Task Force briefly discussed the need to remove PADOT Bike Route signs on Creek Road, which now is a Township Road.

Upon inquiry by Mr. Fasic, Dr. Biacchi indicated the Planning Commission does not review subdivision and land development plans with the Township Comprehensive Plan for consistency. Mr. Fasic commented on the need to know ‘where the Township has been before it can determine how and where it should go’. Members of the Task Force commented on the relationship between the Comprehensive Plan and the Zoning Ordinance.

It was agreed that an effort should be made for Township Staff (Harsch) to coordinate with Mr. McCulloch to plot approved subdivisions and land developments occurring during the past seven (7) years for comparison with the Future Land Use Plan contained in the 1996 Township Comprehensive Plan.

It was suggested a dialogue be opened with ‘active’ farms/farmers in the Township to learn how the Township can serve (if at all) to preserve their agri-business and their farmland/open space.

The Bradford Plaza shopping center raised numerous issues with the Task Force including current and future economic viability and long term maintenance/abandonment concerns.

The Task Force commented about viewing West Chester Borough as ‘a service center for the (local) region’.

It was requested that all members of the Task Force be provided a copy of the Official Map.

Steve McCulloch asked that all e-mail addressed be current and corrected.

Panel then reviewed in detail the first draft of the Preliminary Assessment for East Bradford Township. Members discussed page by page review up to page eight of the draft, and then Steve McCulloch asked each member to read and review the balance of the pages and get questions and changes to him before the next meeting.

Mr. McCulloch indicated that for the next meeting (October 14th) the focus would be on the draft Survey Questions and with finish up on the Preliminary Assessment document.

Dr. Hagens would like to see the 1993 survey incorporated in the new survey. Mike Lynch will try to get the 1993 survey for review.

On motion of Peg Scholl, seconded by Peter Orr, the meeting was adjourned at 8:45 pm.
