COMPREHENSIVE PLAN MINUTES EAST BRADFORD TOWNSHIP The November, 2002 regular monthly meeting of the East Bradford Township Comprehensive Plan Task Force was held Monday, November 11th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 , and was called to order by Mike Lynch who advised everyone about the East Bradford Township Volunteer Appreciation Reception/Supper to be held on Thursday, December 12, 2002.

John Johnson, OSRB Rep Peter Orr, P & R Rep Peggy Scholl, HARB Rep Stephen McCulloch, CCPC, Senior Planner Hillary Krummrich, CCPC, Staff Planner David Ward, CCPC Mike Lynch, Township Manager Robert Korbonits, PC alternate Jean Renshaw, Esq., At-Large Bruce Molholt, EAC George Fasic, At-Large Carl Buscaglia, ZHB Ewp MEMBERS ABSENT: Kathryn Deaville, PC alternate H.William Sellers, Planning Consultant OTHERS PRESENT: Robert Harsch, PE APPROVAL OF MINUTES: Minutes of the October 14, 2002 regular meeting were motioned for approval by John Johnson and seconded by Bruce Molholt. The minutes and copies are available for review at the Township Building. ANNOUNCEMENTS: Dr. Biacchi reviewed the work that was completed on the survey draft by Biacchi, Hagens, Sellers, Lynch and McCulloch. He also handed out the comments on the survey from the Planning Commission. Jean Renshaw stated her concern that the survey not be so long that it would end up being thrown away by residents. Since this meeting will be devoted to the survey and its format, the discussion was started with Dr. Hagens stating that the 1992 Survey was mailed to 2,200 residents with 630 replies. Carl Buscaglia made a motion that the Task Force approve that all the households in the Township should receive the survey vs just 1,000 as in the original contract with CCPC and this was seconded by Peter Orr and passed. David Ward was asked to get back to the Task Force with information on how the Township could send this survey to every resident. Mr. Ward feels that there should be a 25% to 30% return on the survey. Mike Lynch will follow up with JP Murphy as an alternative on the survey and he will also be sure this information is in the next newsletter so that residents will receive advance notice on asking their cooperation to take the fifteen minutes needed to complete the survey. Task Force agreed that survey should take no more than 10 to 15 minutes, which implies survey should be kept to twenty questions. OTHER BUSINESS: Stephen McCulloch, Hillary Krummrich, and David Ward from Chester County Planning Commisssion started the discussions by having the Task Force review each question on the survey. After much discussion, the following changes were agreed upon: *Jean Renshaw will draft wording to be used for introduction since original is too long. Survey should give a reason for survey and Jean will review all questions/answers for wording clarity. *Question #1 Insert "amount" vs "rate" and use Too much/Too little and eliminate descriptions. *Question #2 eliminate the word "planning" and change answer "Management of growth" to "management of development". *Question #3 Change wording of question to "How should East Bradford Township plan for the following types of land uses?" Add "Parks and Recreation uses", and change answers at top of columns to "encourage", "discourage", and "no opinion". *Question #4 Change "Regional Commercial (Shopping) Centers to "Community Commercial (Shopping) Centers. Eliminate "Vehicle Graveyards, Junkyards, Adult Bookstore/Business". Drop first sentence in question. Change "churches" to "houses of worship", and add "community/cell towers". *Question #5 Be sure all three diagrams show fourteen houses and change wording of question to "If 14 homes would be built on a piece of land, which type of development .." Change beginning of question from "Given that" to "If". *Question #6 and #7 to be combined and use the wording as submitted by the Planning Commission. Combine into one question with two columns, Commercial and Industrial. Change second answer to "Limit to a commercial (industrial) zoning district", add answer to "concentrate at specific sites along major roadways", replace "no new commercial development" with "locate in surrounding existing adjacent municipalities". *Question #8 Eliminate "Rock Climbing, Paint Ball Range, Hang Gliding, Photography and drop quotes on fox hunting. In question change "issues" to "types". Change answer format to something like what we have on the 1992 survey, Q9, with the addition of a column to address percent of recreational activity time spent in township for each category. Dr. Biacchi will work on this wording. *Question #9 Mary Sue Wiedmer will draft question on new funding for historical preservation. Wording changes to question: "increase current preservation efforts", "maintain current preservation efforts", "reduce current preservation efforts". *Question #10 "Preserving/protecting and/or restoring"-drop these words out of the answers. Add Streams, Stream Valleys, Ponds and Water Quality. Drop "critical natural resource areas", add parenthetical after "excessive noise levels" (protection from) *Question #11 Eliminate *Question #12 Mike Lynch will work on this wording and what should/should not be included. Suggested to change "communication of township activities" to add or separate out township newsletter and township website and add something on permits/zoning. *Question #13 Eliminate *Question #14 Eliminate the sentence starting "Please indicate a maximum .." and add to the list of intersections: Valley Creek and 322 ..Highland and Rte. 162 ..Bradford Avenue and Rte. 162. Also add Creek Road to the Allerton Rd and Route 842 wording. Eliminate Valley Creek and Harmony Hill Road. *Question #14a Eliminate *Question #15 To be redrafted by George Fasic on Public Transportation. *Question #16 Drop reference to MPC in question. Add "disagree column". Drop "use fax-acquired property ". Dr. Hagens would like to see question 10 thru 17 from the 1992 Survey being used in the new survey, eliminating Questions 23,25,27. Change wording of "How do you feel", to "What is your opinion". Since it was getting late the balance will be held over to the next meeting. NEXT MEETING: Monday, December 9, 2002 at 6:30 pm January Meeting will be January 13, 2003 at 6:30 pm On a motion by John Johnson, seconded by Peggy Scholl, the meeting was adjourned at 9:45 pm.
