COMPREHENSIVE PLAN TASK FORCE

MINUTES OF MARCH 10, 2003

The March, 2003 regular monthly meeting of the reformed East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, March 10th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order by Mike Lynch , Township Manager, who introduced everyone to Patrick Sampsell, Project Manager at Rettew Associates, Inc. , the new consultant for the Task Force. Mike also stressed keeping the meeting to two hours as much as possible. He also pointed out the new name of the Task Force since the Planning Commission, recognized in the Municipalities Planning Code, must receive the plan from the Task Force and offer its comment and recommendations to the Board of Supervisors before action to approve the plan by the Supervisors. Mike asked for discussion on inviting any new members to join the current task force and the final analysis of the discussion was to invite any groups or individuals to attend meetings on an as needed basis according to what was scheduled for that meeting.

Dr. Anthony Biacchi will now serve as chair of the Task Force. This appointment met with approval by all members present. Mike then turned the meeting over to Dr. Biacchi and Patrick Sampsell.

APPROVAL OF MINUTES:

Minutes of the November 11, 2002 regular meeting were approved. The minutes and copies are available for review at the Township Building.

NEW BUSINESS:

Patrick Sampsell, Rettew Associates, did a brief introduction of Rettew Associates and their role as consultants and what he needed from the Task Force to frame up a working plan that would be completed on a timely schedule. The main emphasis at this meeting was to review the Planning Commission Comprehensive Public Opinion Survey that would be mailed to all homeowners in the

Township. Recreation and Open Space, Transportation, Quality of Life/Land Use, Municipal Services and the Township Vision for the Future were the topics of the "brainstorming session".

 

The Task Force then moved on to the specific questions on the survey.

Question #17 should eliminate "Because of the requirements of Pennsylvania law" and just start as "Township must provide for…."

Question #19 will be reworded by Rettew Associates

Question #20 will eliminate the "additional funding" question

Question #21 will only have a yes or no answer on "would you support township…"

Rettew Associates presented a sheet of potential additional questions for discussion and the following decisions were finalized: under "where do you live" will use the same breakdown as the 1992 survey.

Eliminate section on "current primary occupation"

Eliminate "how do you travel to work"

Eliminate Township "relationship with residents, organizational effectiveness,

quality of life, and school district " questions.

Change wording on "how many people do you employ" to

"Including yourself, how many people do you employ in the township".

Eliminate "does E.B.Twp encourage resident input …."

Mike Lynch gave Patrick Sampsell the changes on the survey that were finalized at the November, 2002 meeting. Patrick will incorporate those changes along with new revisions as listed above and will have the final draft of the survey ready for the next meeting.

THE NEXT PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MEETING WILL BE HELD ON MONDAY, APRIL 14, 2003 AT 6:30 PM.

On a motion by George Fasic, seconded by Bruce Molholt, the meeting was adjourned at 8:45 pm.
