COMPREHENSIVE PLAN MINUTES EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF APRIL 14, 2003 The April, 2003 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, April 14th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order by Mike Lynch , Township Manager. Dr. Biacchi asked Mike to go over the status of Tigue Road and Mike stated that Tigue Road is within the jurisdiction of East Bradford Township. Mary Sue Wiedmer introduced Patricia Murnane who will fill the vacancy on the Task Force to represent the Historical Commission for the unexpired term of Bruce Knapp. Mike announced that Carl Buscaglia will leave the Zoning Hearing Board to fill the vacancy on the Planning Commission and Kamil Ali-Jackson will fill Carl’s seat on the Zoning Hearing Board. Mike also announced that there is still an opening as alternate on the Zoning Hearing Board. Bob Harsch advised that fourteen to sixteen maps will be prepared by Rettew Associates. Mike then turned the meeting over to Dr. Biacchi and Patrick Sampsell. MEMBERS PRESENT: Dr. Anthony Biacchi, PC Rep and Chair of the Task Force Dr. John B. Hagens, Board of Supervisors Rep M. Robert Korbonits, PC alternate Mary Sue Wiedmer, HC alt Bruce Molholt, EAC Peggy Scholl, HARB Rep George Fasic, At-Large Jean Renshaw, Esq., At-Large Carl Buscaglia, PC Rep Patricia Murnane, HC Robert Harsch, Special Projects Engineer MEMBERS ABSENT: Peter Orr, P&R Rep OTHERS IN ATTENDANCE: Robert Buckalew, EBBA APPROVAL OF MINUTES: Minutes of the March 10, 2003 regular meeting were motioned for approval by John Johnson and seconded by George Fasic. The minutes and copies are available for review at the Township Building. NEW BUSINESS: Patrick Sampsell, Rettew Associates, stated that he would like to have the Public Opinion Survey in the mail by the end of April with the replies back in by the end of May. This was met with approval by the Task Force. The date for the Public Hearing was set for Thursday, June 5th at 7:00 pm. This will be advertised by the Township. The Task Force then reviewed the revised Survey items and made a few more final adjustments. It was agreed that the Survey will be mailed to residential households only since questions would not pertain to the business community. The Title page will now reflect "East Bradford Township, Comprehensive Plan Residential Opinion Survey". If Rettew Assoc. can get the survey printed on recycled paper, that would be a preference. It was agreed that the front cover should have a picture of the township showing roads. Mike Lynch will work out the details on the cover page with Patrick Sampsell so that survey can be mailed on time. After the minor changes to the survey were approved by the Task Force Patrick Sampsell asked that the 1996 Comprehensive Plan be reviewed to discuss where we are now vs. what was expected under the old plan. That way Patrick will be able to use this information as a tool to proceed. Under " A. Land Use": 1. Agriculture….It was decided that this was still a valid goal. 2. Residential….It was agreed that the Township should look into a maintenance code and enforcement program in the Township. Mike Lynch stated that the Task Force could have Brenden Beaumont attend a meeting to discuss the pros and cons on this subject. The Township’s aggressive position on obtaining easements was encouraged. Commercial and Industrial: John Hagens suggested that the Township look into more commercial use in our historic districts. It was felt that the township has provided "commercial" in the two shopping districts (the one on Bradford Avenue and the one on Route 322). Patrick pointed out that we need to show in the new Comprehensive Plan that there is a mix of land use as required by the County. Mike Lynch offered to have Ross Unruh, Twp Atty, meet with Patrick to discuss this matter at any time he feels it would be necessary. At this time it was 8:40 pm and so Patrick asked that everyone review the balance of the 1996 Comprehensive Plan and send him their ideas and opinions so we are ready to start with section "B. HISTORIC PRESERVATION" at the next meeting. John Hagens stated that the main issues at this time would be the Tigue Farm and the entire Tigue Road area. Mary Sue asked how the Township could work on a more regional basis and Mike Lynch advised that the Township is working with the West Chester Area Council of Governments, but this is not proceeding as expected. THE NEXT PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MEETING WILL BE HELD ON MONDAY, MAY 12, 2003 AT 6:30 PM. DR. BIACCHI ADVISED THAT THE REMAINDER OF THE 1996 REVIEW MUST BE COMPLETED AT THAT TIME, EVEN IF IT MEANS EXTENDING THE MEETING.
