COMPREHENSIVE PLAN TASK FORCE

MINUTES OF MAY 12, 2003

The May, 2003 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, May 12th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Dr. Anthony Biacchi, Chair of the Task Force.

APPROVAL OF MINUTES:

Minutes of the April 14, 2003 regular meeting were motioned for approval by John Johnson and seconded by Robert Korbonits. The minutes and copies are available for review at the Township Building.

ADMINISTRATIVE:

Patrick Sampsell, Rettew Associates, stated that he has received seventy surveys to date. He encouraged everyone to push for residents to return their surveys on time.

Chester County Vision Partnership Grant submitted on April 24, 2003; decision pending; grant award based upon costs incurred after June 1, 2003.

The Planning Commission has recommended the Township highway functional classification be consistent with the definitions presented by the County. However, Dr. Biacchi pointed out that the classifications in the 1996 plan will not necessarily be the same.

NEW BUSINESS:

Patrick Sampsell continued the review of the 1996 Comprehensive Plan with the members of the

Task Force starting the discussions under B. Historic Preservation.

HISTORIC PRESERVATION:

It was determined that the Township does wish to maintain and preserve the historic resources in the

Township but it was felt that more resources were needed to protect these areas and that zoning regulations were needed to encourage reuse of historic properties.

NATURAL RESOURCE PRESERVATION:

Items listed were still viable plus the task force felt there was a need to strengthen the zoning

ordinance on cluster development. There was special interest to continue to develop a greenway

along the Brandywine and its tributaries. Need for clarification on logging also was discussed.

OPEN SPACE/SCENIC RESOURCES:

The Township should continue to encourage landowners to sell conservation easements to

conservancy organizations or the Township.

TRANSPORTATION:

The roads listed were discussed in detail and it was determined which roads were completed and

what work was still to be included. The discussion on aesthetics for several roads determined that

this was now accomplished by negotiations and not by ordinance. There was a discussion on the

safety of bicycle riding on the Township roads and whether the Township should require sidewalks

or trails in new developments.

COMMUNITY SERVICES:

Mike Lynch discussed the police, fire and ambulance services in the Township and advised that the

Township is pleased with these arrangements. Peter Orr advised that the Township is currently

working with the School District to place two soccer fields at East Bradford Elementary School for

use by the school and little league teams.

Safe water supply and sewage disposal was discussed by Mike Lynch who also advised that the

Township may have information on failed systems. Mike will check with Brenden Beaumont.

Pat Sampsell, Rettew Associates advised that he would be mailing out background chapters on

demographics and housing and he will also investigate regional perspectives in the townships that

border with East Bradford Township.

Mike Lynch reviewed a sample letter and survey that he would like to send to several Townships that

adjoin East Bradford. Dr. Biacchi and Patrick Sampsell would like to review the letter and survey

to be sure there would be no problem with the wording.

George Fasic distributed a summary of his review of the current Comprehensive Plan to provide a

general guide for the Task Force.

Patrick reviewed the agenda for the Planning Commission Comprehensive Plan Task Force Public

Briefing and Citizen Participation Meeting that will be held on Thursday, June 5, 2003 at 7:00 pm.

There will be a short power point presentation and then some opening remarks by Dr. Hagens,

Dr. Biacchi, and George Fasic. This will be followed by breaking into small groups to discuss Parks

and Recreation, Developed Land Use, Transportation, Municipal Services, Historic Preservation,

Vision and Priority.

THE NEXT MEETING FOR THE TASK FORCE WILL BE HELD ON MONDAY,

JUNE 9, 2003 AT 6:30 PM.

On a motion by Robert Korbonits, seconded by Peggy Scholl, the meeting was adjourned at 9:05 pm.
