COMPREHENSIVE PLAN MINUTES EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF JUNE 9, 2003 The June 2003 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, June 9th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Dr. Anthony Biacchi, Chair of the Task Force. George Fasic, At-Large Peter Orr, P&R /ewo Dr. John Hagens, Board of Supervisors Rep Mary Sue Wiedmer, HC alt Jean Renshaw, Esq., At-Large MEMBERS ABSENT: Mike Lynch, Township Manager Robert Korbonits, PC Alt Bruce Molholt, EAC Carl Buscaglia, PC Rep Robert Harsch, Special Projects Engineer Patricia Murnane, HC Mark Piazza, EAC alt OTHERS IN ATTENDANCE: Robert Buckalew, EBBA Fred Spaziani, EBBA Mark Lucas, Township Engineer APPROVAL OF MINUTES: Minutes of the May 12, 2003 regular meeting were motioned for approval by John Johnson and seconded by Mary Sue Wiedmer. The minutes and copies are available for review at the Township Building. ADMINISTRATIVE: Patrick Sampsell, Rettew Associates, reviewed for the Task Force the Vision Partnership Program that was approved. The Consultant and the Municipality will share in the responsibilities. The project Monitor will be Carol Stauffer and the Contract Term will start on June 1, 2003 and end on September 30, 2004. Dr. Hagens advised that David Ward assured that the County would work with the Township. The Township plan must be "generally consistent" with the County’s Landscapes plan. NEW BUSINESS: Patrick handed out the tally sheets from the June 5th Public Meeting that showed interest and concerns under the following topics: Transportation, Municipal Services, Parks/Recreation and Open Space, Land Use/ Quality of Life Comments, and Historic Preservation. Once again the interest in Open Space, Natural Resources/trees, and trails reinforced the direction taken by the Task Force. Deer management was a new item that came out of the public meeting. The general comments included "great job", "worthwhile", etc. There were 34 residents in attendance at the public forum. There were 3,200 surveys mailed to residents with a return of 1,100. It was felt that the 34.36% return rate was above average. Patrick advised that work is moving forward and that the next packet to be received will contain maps that he asked each member to review to be sure all information is still correct. Discussion followed on what "Stakeholders" should be included in the discussions. It was suggested that West Chester University, and Philadelphia Suburban Water would be two important ones. It was also discussed to work on Bicycle Trails, Deer Management and to continue talks with surrounding Townships. DEMOGRAPHICS CHAPTER: Chapter 2: Demographics and Housing The review of this chapter pointed out that East Bradford Township has grown at nearly three times the average County growth rate between 1970 and 2000. The population density in the Township is 627 persons per square mile. The materials compiled for these charts were from the Chester County Planning Commission (CCPC and the Delaware Valley Regional Planning Commission (DVRPC). Dr. Hagens felt that the County figures were based on formulas and were not really correct. George Fasic stated that he would like to see the use of "forecast" and not "projections". John Johnson stated that the Open Space Plan currently covers 1,300 more acres and this should be part of the equation. At the projected rate of growth, the Township would be built out in 2010. There were also discussions on the housing values and it was determined that East Bradford Township was not out of line and the values were consistent with the Chester County area. Discussion followed on the "community" and the general point of view was that Chester County would be the "community" for affordable housing. Patrick pointed out that the Pennsylvania Fair Share requirements were as follows: Is the community in a logical area for development and population growth, Is the community in the path of development/population growth, and is the percentage of land available under the zoning ordinance sufficient and appropriate considering development pressure, population growth and the regional generally. Chapter 3: Existing Land Use Patrick then moved on to discuss the Land Use Overview. This included Agriculture, Woodlands, vacant ground, residential uses, single family residential and multi-family residential, non-residential uses, commercial, industrial and community institutional, and utilities/transportation. Single-family dwelling units occupy 39.5 percent of the total land area. This represents over 93 percent of land developed as residential. The Township Engineer’s records show just over 300 lots approved since the previous comprehensive plan. East Bradford Township is classified as a "classical bedroom community". Patrick distributed Chapter 2 and Chapter 3 for complete details on the charts and issues discussed. Jean Renshaw expressed an interest in having maps available with overlay abilities so it would be easy to visualize where Opens Space areas were located vs. Parks & Recreation. Jean would also like to have the Historic Resources available. Patrick advised that these would be available for the next meeting. The next meeting, which will be JULY 14TH, will continue with maps and the next chapters. THE NEXT MEETING FOR THE TASK FORCE WILL BE HELD ON MONDAY, JULY 14, 2003 AT 6:30 PM.
