COMPREHENSIVE PLAN TASK FORCE

MINUTES OF JULY 14, 2003

The July, 2003 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, July 14th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Dr. Anthony Biacchi, Chair of the Task Force.

APPROVAL OF MINUTES:

Minutes of the June 9, 2003 regular meeting were motioned for approval by Peter Orr and seconded by Carl Buscaglia. The minutes and copies are available for review at the Township Building. Mike Lynch asked that all members of  the Task Force review the maps that were mailed out by Rettew Assoc. and advise Patrick Sampsell if there are any changes needed.

Carol Stauffer was introduced to the Task Force. As stated in the June minutes, Carol will be the project monitor under the County Vision Partnership. Carol will attend meetings off and on throughout the project.

The next Comp Plan Task Force meeting will be held on Monday, August 11th and the guest will be Rogers Vaughn representing the West Chester School District. Since Dr. Biacchi will be away on business, this meeting will be chaired by Dr. John Hagens. This will be the first Stakeholders session.

The following meeting, September 8th the guest will be Mark Mixner, Vice President of Administrative Affairs at West Chester University.

The meeting was then turned over to Patrick Sampsell, Rettew Associates.

NEW BUSINESS:

Patrick handed out the Mission and Vision Statements, along with several new chapters for the Task Force to review. After reading the Vision and Mission Statements there were several suggested changes. Some of the discussion areas pertained to the percentage of Township that is conserved in parks, permanently protected open space, or open space associated with cluster residential development. Demolition by neglect was discussed and the Task Force wanted this to apply not only to Historic structures, but all buildings in the Township. Dr. Hagens requested that page 6 be changed where it reflected extension of sanitary sewer service. On the goals for Industrial Uses it was requested that "Norfolk-Southern" right of way be deleted, and under the same classification eliminate item #4 on reference to "diversification of business uses on farmed properties". On page 13, item #2, acquire development rights vs "properties", item #3, add "continue to guide…", and under item #4. Add "as appropriate" after the word encourage. It was decided to use the wording "Open Space Development" rather than the Cluster Design that was being used. Dr. Hagens suggested that the wording in the Zoning Code be worded to enforce the Open Space Development. On page 17 it was decided to eliminate item #9 and delete the end of the sentence under item #11 that states "as the Township continues to grow". It was discussed that traffic-calming speed bumps do not work and that enforcement should be the method of slowing down speed problems. To follow the Landscape requirements, Patrick advised that the Brandywine Trail Greenway must be designated as a "multi-use trail".

Patrick is still trying to reach someone from Suburban Water to attend one of the meetings as a stakeholder. Patrick would also like to include someone from Brandywine Trails to attend one of the meetings.

The composite map will be updated to show trails and parks.

Since it was then 8:30 pm and Task Force had not had a chance to review as a group the Land Use and Transportation Chapters Patrick asked each member to read and review these chapters so they could be discussed quickly at the August meeting.

Mike Lynch will also get the "other" Municipal Survey sheets delivered to each member and he asked for review and comments before the August meeting so the survey sheets could be mailed in August with a September response date.

Patrick left the Task Force with the following assignment: Viable Multi-Family fair share requirements must be discussed as to requirements in R-3 and R-4 zoning. He reminded members that whatever buildable lots remain, 20% must be designated as Multi-Family. He wanted everyone to return for the August meeting with information/thoughts/questions ready.

Dr, Biacchi advised that the dedication at Kenmara Park for the Jack Jordan amphitheater will be held on Wednesday, July 16th at 6:30 pm. The dedication will include refreshments and a band playing patriotic music.

Dr. Biacchi adjourned the meeting at 8:45 pm.
