COMPREHENSIVE PLAN MINUTES EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF AUGUST 11, 2003 The August, 2003 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, August 11th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Michael Lynch, Township Manager. MEMBERS PRESENT: M. John Johnson, OSRB Rep Patrick Sampsell, Rettew Assoc. Peter Orr, P&R Rep Dr. John Hagens, Board of Supervisors Rep Jean Renshaw, Esq., At-Large Robert Korbonits, PC Alt Patricia Murnane, HC Mike Lynch, Township Manager Robert Harsch, Special Projects Engineer George Fasic, At-Large MEMBERS ABSENT: Peggy Scholl, HC/HARB Rep Bruce Molholt, EAC Mark Piazza, EAC Alt Mary Sue Wiedmer, HC Alt Carl Buscaglia, PC Rep Dr. Anthony Biacchi, PC Rep and Chair of the Task Force OTHERS IN ATTENDANCE: Robert Buckalew, EBBA APPROVAL OF MINUTES: Minutes of the July 14, 2003 regular meeting were motioned for approval by John Johnson and seconded by George Fasic. The minutes and copies are available for review at the Township Building. ADMINISTRATIVE: Mike Lynch outlined his thoughts on having a special meeting with several members of the Task Force, Board of Supervisors, and Patrick Sampsell along with the Township Solicitors to review the issues that were questionable and to make sure all work was on track and not have work to proceed too far ahead of policy statements and what would be legal as well as what would pass the planning grant outlines. This issue will remain in discussion, however no date has been set. The first Stakeholders session that was scheduled with Rogers Vaughn, representing the West Chester Area School District will be rescheduled because there was a time conflict with Dr. Vaughn. The following meeting, September 8th for Mark Mixner, Vice President of Administrative Affairs at West Chester University should still be on the schedule. The meeting was then turned over to Patrick Sampsell, Rettew Associates. NEW BUSINESS: Patrick reminded members of the Task Force that there were eight meetings left and six more chapters to discuss. Patrick would like to attend one meeting of each committee, such as the Historical Commission, Environmental Advisory Council, Parks and Recreation and the Open Space, to discuss and review the comprehensive plan as it pertains to that particular committee. George Fasic again stated that he wanted the comprehensive plan to state that the township was part of the extended area of West Chester district. The Future Land Use map will be updated after final discussion and review with Bob Harsch. Chapter four, Future Land Use was reviewed section by section. The possible need for an Institutional Zone was discussed. Under Historic Village there were questions on C-1, C-2 and C-3 zoning. Patrick will review and change, if necessary, after his meeting with Bob Harsch. Mike Lynch advised that he would follow through with the mailings to other municipalities to get their input on the current work of the Comprehensive Task Force. Patrick handed out Chapter six, Historical and Cultural Resources – Chapter seven, Natural and Water Resources – and Chapter ten, Economic Profile and asked that this be read and ready for discussions at the next meeting. Since it was then 8:30 pm and too late to start a new chapter review, the meeting was adjourned by Dr. Hagens. The motion was made by John Johnson and seconded by Peter Orr.
