COMPREHENSIVE PLAN MINUTES EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF NOVEMBER 10, 2003
The November, 2003 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, November 10th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Tony Biacchi, Task Force Chair. MEMBERS PRESENT: M. John Johnson, OSRB Rep Patrick Sampsell, Rettew Assoc. Dr. John Hagens, Board of Supervisors Rep Mike Lynch, Township Manager Robert Harsch, Special Projects Engineer Peggy Scholl, HC/HARB Rep Mary Sue Wiedmer, HC Alt Dr. Anthony Biacchi, PC Rep and Chair of the Task Force Bruce Molholt, EAC George Fasic, At-Large Robert Korbonits, PC Alt Jean Renshaw, Esq., At-Large Patricia Murnane, HC MEMBERS ABSENT: Peter Orr, P & R Rep Mark Piazza, EAC Alt Carl Buscaglia, PC Rep OTHERS IN ATTENDANCE: Robert Buckalew, EBBA Carol Stauffer, Chester County Planning Grants Monitor Bill Gladden, Assistant Township Manager APPROVAL OF MINUTES: Minutes of the September 8, 2003 regular meeting were motioned for approval by John Johnson and seconded by Peggy Scholl. No meeting was held in October. The minutes and copies are available for review at the Township Building. ADMINISTRATIVE: The next Comprehensive Task Force meeting will be held on Monday, December 8, 2003. It was agreed that the Task Force meetings would continue to be held on the second Monday of each month at 6:30 pm for the year 2004. Mike Lynch advised that because of the legal reviews that were required there will be attorney fees and additional time billed for Patrick Sampsell, Rettew Assoc. Patrick advised that after one month delay, the solicitors have reviewed the draft plans and the only changes that were made applied to wording and not to content. Chapters two and three are complete and Patrick will start tonight’s work with Chapter four. Carol Stauffer asked for an explanation on why "fair share" was not stated. The discussions that followed determined that the detail in Chapter two would answer the question. Patrick pointed out that the beginning of each chapter starts out with a vision statement as was discussed during the September meeting. Patrick would still like to meet with the other commissions/boards of the Township in the next few months, and will set up dates in advance. Mike Lynch distributed copies of the Municipal Survey list and the four responses (three from the Borough of West Chester and one from West Goshen Township Board of Supervisors). FUTURE LAND USE CHAPTER 4: Dr. Hagens asked for a change in wording on page 1 and 4 to state …historic structure in an historic district or overlay… Once again, discussion pertaining to "sewer service areas" led to the elimination on page 4 and anywhere it followed in text …Sewer service beyond this boundary would be permitted in response to a need to address/correct existing areas of malfunctioning on-lot systems… Bob Harsch stated that the current Township Ordinance does have a planning process on the sewer system and that there is currently no subdivision tapped into sewer service outside of the present sewer service area. Jean Renshaw pointed out that on page 11 it should state "underutilized" vs utilized. On page 12, eliminate mention of C-3 for Historic Neighborhood Commercial. Also on page 12, insert "consider" the Veitville area…. The Historic Commission and HARB have reviewed the Historic Resources Chapter and are not in favor of including an overlay in the plan. Discussion to identify properties that should not stay as Historic Residential but may be available for antique shops, bed and breakfast, etc brought many ideas. However, Mary Sue Wiedmer pointed out that she felt this would be too cumbersome. It was questioned how the Comp Plan could address Demolition by neglect. The final decision on this discussion was that an Historic District Overlay be supported by the Township and the criteria would be developed at a later date. This will be reviewed at the next Historical Commission meeting and then revisited at the December Comp Plan meeting. George Fasic would like wording added to this Chapter to explain the Conservation Land Use. The conservation areas and the wording on zoning led to a long discussion. It was a vote of eight "yes" and one "no" to keep this Conservation Land Use in the Comp Plan and revisit the discussion when the zoning is ready for review. George also asked that Industrial and Commercial sections on pages ten and eleven state that there is no land suitable for Industrial since there is only one main road in the Township and there is no access to water or sewer. Under Commercial, text needs to state that East Bradford is part of the regional area and an integral part of the West Chester/Downingtown/Exton area. Changes on the Land Use Map were discussed and Patrick will make these changes before the next meeting. Rural Residential, Low Density Residential, and High Density Residential remained with no changes. Patrick will revise page 18 to include details on Open Space Development and information covering irregular lot sizes and lot averaging. Page 18 increased the percentages listed and it was agreed that these should return to the original percentage figures. The original plan to cover all of the Future Land Use Chapter as well as the Transportation Chapter did not fit into the time frame. Patrick reminded everyone that time was moving on and if the Task Force was going to cover the chapters in such detail we may need to consider additional meeting times. Patrick will mail out changes as well as additional chapters for review. At 9:20 pm John Johnson made a motion to adjourn and this was seconded by Dr. Hagens. REMINDER: NEXT MEETING WILL BE MONDAY, DECEMBER 8, 2003 AT 6:30 PM.
