COMPREHENSIVE PLAN
MINUTES EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF DECEMBER 8, 2003 The December, 2003 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, December 8th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 7:30 pm by Tony Biacchi, Task Force Chair. MEMBERS PRESENT: M. John Johnson, OSRB Rep Dr. John Hagens, Board of Supervisors Rep Mike Lynch, Township Manager Robert Harsch, Special Projects Engineer Peggy Scholl, HC/HARB Rep Mary Sue Wiedmer, HC Alt Dr. Anthony Biacchi, PC Rep and Chair of the Task Force Bruce Molholt, EAC George Fasic, At-Large Jean Renshaw, Esq., At-Large Peter Orr, P & R Rep Carl Buscaglia, PC Rep MEMBERS ABSENT: Mark Piazza, EAC Alt Robert Korbonits, PC Alt Patricia Murnane, HC OTHERS IN ATTENDANCE: Robert Buckalew, EBBA Brian Kauffman, and Tim Staub from Rettew Assoc. APPROVAL OF MINUTES: Minutes of the November 10, 2003 regular meeting were motioned for approval by John Johnson and seconded by Mary Sue Wiedmer. The minutes and copies are available for review at the Township Building. ADMINISTRATIVE: The next Comprehensive Task Force meeting will be held on Monday, January 12, 2004. There was a special meeting held starting at 5:30 pm to finalize the concerns of the Historical Commission and to review the staff information on Conservation Open Space Zoning District. Dr. Biacchi thanked everyone that came early for these discussions. Since Patrick Sampsell was at the hospital for the birth of his new son, the meeting was then turned over to Tim Staub from Rettew Associates who started with the revisions of the Future Land Use Chapter 4. In a follow-up to the November discussion about conservation/open space zoning, Patrick’s memo of November 25th states that he believes that broad statements of uses, such as "residential uses will be permitted only in accordance with any easement or other agreements existing on the property at the time that it is placed into the conservation/open space zone" can adequately cover the situation. Bill Gladden presented a staff position that this zoning change is not necessary. The opinion was that once the development rights are extinguished through a conservation easement, the underlying zoning is no longer applicable since build out is not available to the current or future owners of the land, therefore an imposition of another zoning district is not needed. Tim then moved on to review the December 8th draft of Chapter 4, Future Land Use. The last sentence on page one will be revised to read…Within the Township, policies that allow the adaptive re-use of appropriate historic buildings have enhanced the integrity and value of these properties. Page two will eliminate the word "circulator" and use Public Transit System instead. Any mention throughout the chapter that lists specific landowners will be changed to either use tax parcel numbers or to state as listed on the official map. Page eleven, last sentence will change "business overlay" to resource overlay. All reference to business overlay will change to resource overlay. Instead of using "bedroom community" it was suggested to use Residential Community. The subtitle of "Historic Village" had several changes with wording and rather than have the meeting go overtime it was suggested that Mary Sue contact Rettew Associates to work on the proper wording. Patrick had stated at the November meeting that he wanted to get the Future Land Use Chapter completed so that the Task Force could start on the Transportation Chapter. Once again this was not accomplished as the discussions ended with "Historic Resources Overlay" for the January meeting. It was pointed out that the changes on the Land Use Map that were previously discussed had not been changed. Mike Lynch asked that any changes that were needed should be sent to him and he would see that Rettew received this information before the next meeting. At 8:55 pm Peggy Scholl made a motion to adjourn and this was seconded by Bruce Molholt. REMINDER: NEXT MEETING WILL BE MONDAY, JANUARY 12, 2004 AT 6:30 PM.
