COMPREHENSIVE PLAN MINUTES EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF FEBRUARY 9, 2004 The February, 2004 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, February 9th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Dr. Anthony Biacchi, Task Force Chair. MEMBERS PRESENT: Dr. Anthony Biacchi, PC Rep and Chair of the Task Force Dr. John Hagens, Board of Supervisors Rep Mike Lynch, Township Manager Peter Orr, P & R Rep Patrick Sampsell, Rettew Assoc Patricia Murnane, HC M. John Johnson, OSRB Rep Jean Renshaw, Esq., At-Large MEMBERS ABSENT: Mark Piazza, EAC Alt Bruce Molholt, EAC Peggy Scholl, HC/HARB Rep Mary Sue Wiedmer, HC Alt George Fasic, At-Large OTHERS IN ATTENDANCE: Robert Buckalew, EBBA Carol Stauffer, Chester County Planning Grants Monitor APPROVAL OF MINUTES: Minutes of the January 12, 2004 regular meeting were motioned for approval by John Johnson and seconded by Dr. Hagens. The minutes and copies are available for review at the Township Building. ADMINISTRATIVE: The next Comprehensive Task Force meeting will be held on Monday, March 8, 2004. There was a short discussion on when the next Public Meeting would be held and it was determined that this schedule would depend on how fast/slow the review continued on the balance of chapters. Patrick Sampsell stated that the meeting would probably not be held before summer. Dr. Biacchi then turned the meeting over to Patrick Sampsell and the review of the draft on Future Land Use started. Patrick pointed out that the action portion of the chapters would be shown with bullet points as was discussed in the last meeting. Dr. Hagens recommended that the wording start with "this plan includes the following action points". Discussions started on page 20 of Chapter 4 – Future Land Use: eliminate the sentence: "Properties proposed for adaptive re-use consideration must be carefully screened so as not to affect the overall historical character of the Township or damage the historical character of the structure". The next discussion covered Commercial Communications Facilities (pages 27/28) and it was determined that this section needed to be made less specific. Patrick advised that he would modify this section. This completed Chapter 4 – Future Land Use. This Chapter covered several meetings and everyone was pleased with the completion. Patrick then moved to Chapter 5 – Transportation and explained that pages 1 through 14 covered background information and balance of pages covered the eleven specific studies. Anticipating his absence from the meeting, George Fasic sent a memo suggesting that the listing on page 4 be changed from local (Township) roads being shown as "Local Distributor" to "Local". After discussion it was decided to change to "Local/Local Distributor" unless George objected. Patrick will follow through with reviewing this with George and make whatever changes were needed. Also on page 4 chart, the listing for SR 0100 needed to be changed to SR 0052 since Route 100 no longer exists in the Township. The discussions started on page 9 where Dr. Hagens pointed out that sentence stating "The Township should consider actively participating in and encouraging the feasibility study currently underway….." should eliminate "should consider actively participating" since the Township was already doing so. Also on page 9 the mention of Gibsons Bridge as "Gibson/Harmony Hill Bridge" should be corrected. Next discussion was found on page 11 where it was stated that some development roads were too narrow for emergency equipment. The final opinion was that it should state that any new developments should consider turning room at intersections to accommodate fire equipment. Also on page 11 there was a request to make the Accident Data in a chart form for easier reading. Page 14 started the eleven specific traffic studies and the first discussions started on page 15. It will be added under Tigue Road that any changes to traffic flow on Tigue Road would increase traffic through the Strode’s Mill Historic District. Also on page 15, under #3, Roadway de-designation that the merits and cost factors should be determined to see if there is any benefit to the Township. Page 16 under Cope’s Bridge: It should be added that Cope’s Bridge is on the National Register. Page 17 under Bradford Avenue: Add this right of way to the official map. Also on page 17 under 322 Intersection withValley Creek Road: Add no right turn out of Valley Creek onto Route 322. Page 18 under 322 Intersection with Creek Road and Frank Road: Add eliminate right angle. Page 18/19 under Rosedale Avenue and SR 0052: Add that the Township will be installing a traffic light at this intersection. Also on page 19 under Highland Avenue and SR 0162, in middle of paragraph change "may" to …., additional traffic flow "will likely: be directed to the intersection….. since the Township is now studying this intersection. Page 21, at top of page: Add Route 162 and Route 52 to the information on the ban of through truck traffic. Also on page 21 in next to last sentence change …."placed into a five year program"… to …"placed into a three to five year program". Page 22 eliminate any mention of "speed bumps". Page 23 under the discussion of speeding: Add "The Township should look into more active ways of enforcement using the speed measuring device now in use in the Township. Page 24 under transportation: Add "The Township should be receptive to more creative use of public transportation". Page 31 on the Chart for Bicycle Routes: Change Valley Creek Road and North Creek Road from Beginner Recreation to Intermediate Recreational Riding. Also on page 31 there was a long discussion on "provision of sidewalks". It was determined that rather than "mandate sidewalks" the Township already has the ability to have future developments consider pedestrian and non-motorized linkages under the Conditional Use Hearing. This completed the review and discussions on Chapter 5 – Transportation. There was a brief review of Chapter 6 – Historical and Cultural Resources. On page 6 the discussion followed as to the merits of including the details on the architectural styles. Jean Renshaw suggested that if they were listed, Colonial and Colonial Revival architecture should be included. Patrick will box that information since some members thought it was most helpful in understanding these styles. Patrick advised that he would mail out the corrections and additions as discussed and asked once again that he be notified BEFORE the next meeting if anything additional needed to be changed. At 9:00 pm Dr. Biacchi adjourned the meeting. REMINDER: NEXT MEETING WILL BE MONDAY, MARCH 8, 2004 AT 6:30 PM.
