COMPREHENSIVE PLAN MINUTES EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF MARCH 8, 2004 The March, 2004 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, March 8th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Dr. Anthony Biacchi, Task Force Chair. MEMBERS PRESENT: Dr. Anthony Biacchi, PC Rep and Chair of the Task Force Dr. John Hagens, Board of Supervisors Rep Mike Lynch, Township Manager Peter Orr, P & R Rep Patrick Sampsell, Rettew Assoc M. John Johnson, OSRB Rep Peggy Scholl, HC/HARB Rep Bruce Molholt, EAC Mary Sue Wiedmer, HC Alt Robert Harsch, Special Projects Engineer MEMBERS ABSENT: Mark Piazza, EAC Alt George Fasic, At-Large Jean Renshaw, Esq., At-Large Patricia Murnane, HC OTHERS IN ATTENDANCE: Robert Buckalew, EBBA APPROVAL OF MINUTES: Minutes of the February 9, 2004 regular meeting were motioned for approval by Bruce Molholt and seconded by John Johnson. The minutes and copies are available for review at the Township Building. ADMINISTRATIVE: The next Comprehensive Task Force meeting will be held on Monday, April 12, 2004. Dr. Biacchi once again asked all members to read the chapters on their own time and get any questions or suggestions to Patrick Sampsell before the April meeting. Dr. Biacchi then turned the meeting over to Patrick. Patrick advised members that he had revised chapters from last meeting and that all chapters would eventually be formatted in the manner as agreed. Since there were several chapters to review Patrick started with the revisions on Chapter 4 – Future Land Use. George Fasic was unable to attend the meeting and had sent along his comments. George suggested that the Future land use map continues to look too much like a zoning map and several other corrections by page numbers. Patrick said these changes would be addressed. There was no other discussion on Chapter 4. Patrick then moved on to Chapter 5 – Transportation. There followed a discussion on the breakthrough of Bradford Avenue to Route 322. One half of Bradford Avenue is in the West Chester Borough and one half falls in East Bradford Township. Dr. Hagens suggested that this work may prove too expensive and since the improvement would increase traffic it may not be a positive move. Patrick thought that, at this time, the mention of this should remain in the Comp Plan and revise later if necessary. Site distance at the corner of Highland Avenue and Route 162 was discussed and Mike Lynch advised that there would probably be a flashing light there. Mary Sue Wiedmer gave everyone information on the changes proposed for Route 202 by 2010 and how these changes would affect East Bradford Township. Mary Sue and Bob Harsch will be attending the meeting held on March 11th at the Garnet Valley High School covering the Draft Environmental Impact Statement. Patrick suggested that a policy statement could be added later when the information is complete on these revisions to Route 202. On page 16 it was suggested to eliminate the word "width" any place it was mentioned under Cope’s Bridge rehabilitation. Once again, the suggestions of George Fasic will be considered in the changes. There was also an e-mail from Seth Whitelaw of EAC on his concerns with Chapter 5 and these suggestions will also be considered. Chapter 6 – Historical and Cultural Resources was the next chapter for review. On page 7 (last sentence) Mary Sue asked that "and title search" be added with …"will photograph, inventory, and title search, all structures….since that is what is currently being done by the Historical Commission. On page 19 under B the definition of adaptive reuse should be added. On page 20, once again add "and title search" in the last line on the page. On page 22 under item #4 the wording of this section was discussed because the Village of Veitville is a beginning concept and should be listed separately from Strode’s Mill which is an actual Historic District. Patrick advised that he would change the wording. Page 24, item #10 will be changed by Patrick to reflect the fact that this is already in use. Page 26, item 10 will be changed to The Board of Supervisors. Page 27, item #21, will reflect "certificate of recognition" rather than "award". Chapter 7 – Natural and Water Resources review was started. Patrick advised that the first seven pages covered the background information. He also noted that information on pages 34, 35, and 36 under "Tree Protection Standards" would be moved to page 5 along with "Woodlands". With that stated Patrick started the review and discussions on Chapter 7. Seth Whitelaw’s e-mail asked that the EAC be more involved in the shape of this Chapter and George Fasic’s memo contained several questions on Chapter 7. Discussions followed on riparian buffer easements on each side of a stream/creek area. Deer Management section also brought about discussions and it was determined that the section should include information on the Pa Game Commission and Controlled Hunt. On page 28 (middle of page) change …."ordinance provisions through a program of annual inspection" should be change to semi-annual inspection. John Johnson works with the schools in the West Chester Area School District and it was felt the ecology classes could be used as a resource on monitoring the health of the Township streams. Mike Lynch asked Patrick to contact Mark Lucas on this chapter before it is finalized. Patrick advised that he would work with John Johnson, Mark Lucas and the EAC before any revisions are finalized. With four chapters reviewed the Task Force was pleased with the progress. At the April meeting Patrick will have those four chapters revised with new format and the information will be distributed before the meeting. Mike Lynch will work with Patrick on the Economic Profile chapter and that, along with Parks and Recreation and Open Space, will be reviewed. Discussion followed on the feasibility of setting a date for the Public Meeting. It was determined that the Task Force should set the date and work hard to meet it. Mike Lynch advised that Bill Gladden was working on the Spring Newsletter and the date should be published at that time. The Public Meeting was set for June 14th. Patrick advised that he would have the revised chapters mailed out and impressed the importance of getting comments to him before the meeting so that deadlines could be met. At 9:00 pm Dr. Hagens made a motion to adjourn and this was seconded by Peggy Scholl.
