COMPREHENSIVE PLAN MINUTES
EAST BRADFORD TOWNSHIP PLANNING COMMISSION COMPREHENSIVE PLAN TASK FORCE MINUTES OF APRIL 12, 2004 The April, 2004 regular monthly meeting of the East Bradford Township Planning Commission Comprehensive Plan Task Force was held Monday, April 12th in the Township Administration Building, 666 Copeland School Road, West Chester, Chester County, Pa., 19380-1822 and was called to order at 6:30 pm by Dr. Anthony Biacchi, Task Force Chair. MEMBERS PRESENT: Dr. Anthony Biacchi, PC Rep and Chair of the Task Force Dr. John Hagens, Board of Supervisors Rep Mike Lynch, Township Manager Peter Orr, P & R Rep Patrick Sampsell, Rettew Assoc M. John Johnson, OSRB Rep Peggy Scholl, HC/HARB Rep John Lynch, Planning Commission MEMBERS ABSENT: Bruce Molholt, EAC Mark Piazza, EAC Alt George Fasic, At-Large Jean Renshaw, Esq., At-Large Patricia Murnane, HC Mary Sue Wiedmer, HC alt OTHERS IN ATTENDANCE: Robert Buckalew, EBBA APPROVAL OF MINUTES: Minutes of the March 8, 2004 regular meeting were motioned for approval by John Johnson and seconded by Dr. John Hagens. The minutes and copies are available for review at the Township Building. ADMINISTRATIVE: The next Comprehensive Task Force meeting will be held on Monday, May 10, 2004. The Public Meeting will be held on Monday, June 14, 2004 at 7:00 pm. Dr. Biacchi once again asked all members to read the chapters on their own time and get any questions or suggestions to Patrick Sampsell rather than hold up the meetings since the Task Force now has the June 14th deadline. Task Force discussed a brief outline of the public meeting and will consist of Mike Lynch, Township Manager, Dr. Anthony Biacchi, Planning Commission Chair, and Patrick Sampsell from Rettew Assoc. Mr. Sampsell will prepare a power point presentation and then open meeting for public comments.It was decided to hold an extra meeting so that all chapters are completed. This extra Task Force Meeting will be held on Thursday, May 27, 2004 at 6:30 pm. Dr. Biacchi then turned the meeting over to Patrick. Patrick advised members that he had revised chapters from last meeting and that would defer the completion of Chapter 7 (Natural and Water Resources) until the EAC has completed their review. Patrick Sampsell started the review and discussions with Chapter 8 Parks, Recreation and Open Space. It was decided to establish budget information to include in bullet points. Discussion followed on location and listing of parks in the Township, with some parks missing from the information and the need to indicate the acreage in each park. Peter Orr will work with Patrick Sampsell to complete this information so revision will reflect completed details. It was also discussed to show the listing on Bishop Shanahan Athletic Field, Lenape Baseball Field, West End Swim Club and the Bradford Square Recreation and Open Space to reflect the fact that these locations are for members of each organization only. On page 10, after the statement "other organizations that serve the residents of East Bradford " there should be added that the Township also makes facilities available to other organizations. Dr. Hagens asked that Patrick also include a statement to the effect that East Bradford Township should continue to have open dialogue with West Goshen Township to open the cul-de-sac at the East Bradford Park. On page 12 it was suggested to change the sentence that starts "These organizations" and have sentence read "These organizations include the Natural Lands Trust and the Brandywine Conservancy, while other organizations such as the West Chester Fish, Game and Wildlife lease lands for conservation. On page 13, Dr. Hagens suggested that the 62 acre easement on the Davis Property should be added. On page 14, under the second bullet point it was discussed that it should not state "develop prioritized list" and this was resolved by asking Mr. Sampsell to use wording that was discussed in previous chapters. Discussion on page 14 under Trails and Greenways resulted in wanting to add that the Township should place emphasis on NLT to be sure they abide by the Township Ordinances and take responsibility to keep up proper maintenance on the natural assets they are involved with and not spray buffer areas. On page 15, under the construction of a greenway link along the Brandywine, it should be mentioned that this should be worked on in conjunction with West Bradford Township. When discussions on Parks and Recreation Chapter were completed Mr. Sampsell moved to discussions and review of Chapter 9 Community Services and Utilities. On page 2, under the 3rd bullet point, the word "contemplated" was discussed and it was decided that Patrick should change this to wording used in previous chapters. On page 2, under the 5th bullet point, eliminate "monitoring of Township water quality and effects of development". Dr. Hagens asked that the Comp Plan include the statement that the Township will not maintain any private roads. On page 4, fourth line of second paragraph, eliminate the word "proposing" since the University is already building the new dormitories. On page 7, John Lynch questioned the Township liability on sewage facilities planning and the discussion was concluded with having Mark Lucas, Township Engineer, review the wording along with the Planning Commission and the Environmental Advisory Council. Patrick would follow their lead. On page 11, under bullet point, eliminate "as well as to discuss limiting new service only to those areas contemplated in the comprehensive plan". On page 11, under "Township Administration", this entire section will be moved to the Municipal Government Chapter. On page 12 there were a few corrections, such as there should be seven members on the Parks and Recreation Board. Also Assistant Manager and Zoning Officer to Township will be added to the list of full time employees. The chart on page 14 needs to show effective date.
At 8:40 pm Patrick Sampsell adjourned the meeting since it was too late to start a new chapter. Natural and Water Resources will be revisited at the May meeting as well as Municipal Finance and Administration. The balance of the chapters will be picked up in the extra meeting on May 27th.
