Keystone Collections Replaces Berkheimer for Earned Income Tax Collection
Beginning in 2011, all Chester County municipalities and school districts will have a single earned income tax collector. The State passed the Earned Income Tax Collection Consolidation Act (Act 32) in 2008. It consolidates collections by County; requiring uniform withholding, remittance, distribution and reporting. Act 32 also establishes uniform statewide rules and regulations and provides for accountability, oversight, and enforcement of the system.
In September 2009, appointed representatives from each municipality and school district formed the Chester Tax Collection Committee. This group analyzed the needs of the municipalities and school districts and then determined how best to implement the new tax regulations in the county.
In August of 2010, after reviewing the tax collection rates and capabilities of private tax collection firms, the Committee voted to appoint Keystone Collections Group (www.keystonecollects.com) as the new, earned income tax collector for Chester County. The new collection commission rate of 1.4% is lower than the previous rate of 1.5%. This is expected to save the School District and the Township considerable tax dollars each year in fees.
The transition from Berkheimer Associates, the current collector for the Township and West Chester Area School District, is underway. Your earned income tax rate of 1% will not change and will continue to be split between the School District and Township. The current Open Space Tax rate of .25% and the Local Services Tax of $52, will not change and will be collected by the new collector. The new tax collector will be contacting all businesses in the County to inform them of the change and any new collection processes. As a resident, you will have to file your tax return with a different collector, but much of the process should stay the same. All filings after January 1, 2011 will be made to Keystone Collections Group.
